Spring starts everywhere in the Northern Hemisphere at the same time, approximately March 21 every year. Any date given on the basis of spring-like weather would be arbitrary and prone to fluctuation by year.

In a few weeks...ha ha ha. Winter does not last into February usually. It's cold and icy here in houston right now but that is not going to last more than a few days and it will be back in the 70's and 80's in no time. I don't bother with the seasons since they don't really apply here. (I have always lived in Corpus Christi and Houston so it is a bit different than North Texas)

depends what part of texas.. im in the panhandle and it can stay cold well into march... that is if you meant the crisp weather and all, but if you meant the day then the first person would be right... it should be on the calender
