How did they form? Whose Idea was it? Who writes the songs?

I'll try my hand at a decent answer. The Traveling WIlburys formed at the completion of the recording of George Harrison's album Cloud Nine. Jeff Lynne was producing this album i think, and of course Jeff is a great friend of Tom Petty, and has worked with him on most of his latter albums before this date. Anyway, Jeff was also working on an album for Roy Orbison at the time. I thing George's record company wanted him to record a B-side or something, and Roy Orbison agreed to play with George on the track.
This is where Bob Dylan Comes in. The only studio that Harrison and Lynne could find was owned by Bob Dylan, and hence Bob was also present at the recording of this track. And for some reason, possibly just because he was good mates with Harrison and Lynne, Tom Petty was also there. Anyway, as legend has it, the five of them came up with the song Handle With Care on that very day. Obviously it's a brilliant song. Seeing how good they worked together, the five of them, egged on by Harrison and Lynne, decided to record a whole album.
Hence history was made.

Now they all sing in places and all being pretty good guitarists, they each wrote songs or in some cases they wrote the lot together.
It's just a shame we didn't get to see more of them, but i suppose it wasn't meant to last. The Wilbury's died when Orbison had a heart attack at age 52. But i'm grateful for what we got.

Hope i did alright.
