Glue needs to "harden" to transfer from a liquid state into a sticky state, then hardens.
Therefor it required air to harden. Inside the glue bottle the lid it usually capped off.
There is also the matter of volume. A LITTLE layer of glue is what you use to stick paper together. A LOT of glue and it sits there in a WET GLOB. YES as it dries out will hold the surfaces together (and look ugly) but it does work.

There are many types of glues.
Most glues need to be exposed to the environment to cure or dry. In some cases water, or a solvent must evaporate from the glue for it to harden. In other cases oxygen in the air must react with the glue.
Not all glues will adhere to all materials. Some containers are chosen specifically because the glue will not adhere. i.e. super-glue (cyanoacrylate) will not to stick to polypropylene (the plastic used in milk jugs).

think about it when you use alot of glue does it dry faster or slower than when you use a little bit of glue, when oxygen reaches the liquid particles in the glue they evaporate and the two surfaces touching the glue are physically bonded do to inflexibility of the dried glue

They have to have air on the surface (more than the amount they get in their container) and they have to dry out to stick. That's why when you glue something, you have to wait for it to dry if you want it to stick.

FOR GLUE TO DO IT'S FINALLY PART IT REQUIRES AIR TO COMPLETE THE PROCESS. LEAVE THE LID OFF AND IT WILL
DRY UP AND STICK TO THE BOTTLE, LEAVE THE CAP ON AND THE AIR DIES AWAY.

It does if you allow it to breathe. It needs air to harden. Leave the cap off and your question is answered.
