Who did Thomas Jefferson first ask( besides Lewis and Clark) to head the expedition westward?

I have scanned through a lot of articles to try to help with this one.
Most of them just indicate that Jefferson first asked Meriwether Lewis (because, at the time he had been Jeffersons private secretary for two years).
Then Lewis chose William Clark as his partner.
The only other name that seems consistent in my readings is
John Ledyard
