It depends on why they were taken away from you in the first place.

Call the department of child services and ask them.

if the state has given custody of the children to the couple you right now have no legal rights to decision making for them. They wouldn't be a "ward" of the state now since custody has been awarded to the couple now. I am not sure as to your state on legal adoption laws, but once you have had your custody rights to your children taken away, you have to do some pretty heavy duty proving to regain them back.
Have you straightened you life up? Do you have a job? Who would take care of them while you are work? Are you in rehab?
you leave a lot of details out so its hard to know how to even get any idea on the full custody back.

Theoretically they can. If they prove you are and have been unfit in a very serious way and the kids want to be with them, it's somewhat feasible. However, it's pretty much not gonna happen. One in a million cases does that occur, it's not frequent. Get a lawyer and go to court, no one on here is going to be able to reassure any better than a signed court document will.

You need to talk to a lawyer and find out what your rights are. My question is why do they have custody of your children this is a question the attorney will ask too.

Well when I was growing up my grandparents had custody of me for a while when my dad was away working, but when we switched it back there was no real fuss. But this is canada.

You have got to do your homework and fight like hell. Anything can happen in today's corrupt court environment.
