It is because Toei is sitting on the rights, allowing them to expire and not renew them. This is not a new tactic - many Japanese companies do this in order to let the shows "recycle" and then re-release them for a new generation.
On the other hand, Sailor Moon was not as popular as it could have been, and hence, Toei may either be waiting for a time when Sailor Moon can be re-released (since it still has a formidable fanbase and it is, despite its absence in the US and the derision that other anime fans sometimes have for it, increasing slowly, but still increasing) or they simply don't wish to be burned again and will not re-issue the rights, period. The former seems more likely, since, in terms of popularity, Sailor Moon, while not as big in the US as other anime have been and badly mangled, still sold well and brought ratings to CN. There just needs to be a very good incentive to bring it back - such as (I fear to say it) Hollywood.

including to what drpapirin has said. During the time when it was on in its dubbed prime. They refused to dub the rest of the series (the Sailor Stars arc) due to that it would be hard to make excuses on how 3 males in a boy band can transform into female star scouts. From the looks of it, gender bending is a bigger threat than lesbianism. This show got really battered in the dubbing chop house. And im kinda glad that the rest was left alone.

That certainly isn't the reason for it no longer being on the air. The likely reason is one of the following. One...it is sort of old now, and no stations want to carry it. Two....DIC lost the license to the show, and no one else has picked it up.
I think it is more likely the first reason. Most fans want to see "new" stuff, regardless of how good or bad it is.

That's not why I don't think, alot of anime has nudity and very short skirts. So that's not why they took it off the air.
I would love for them to put it back on the air though, it was my fav anime as a kid.

Maybe its because all the young viewers got tired of the same thing and maybe it was gettin to little viewers
