I do not have his personal address. How do I serve via publication?

I think you should read the Dept. of State page on "Taiwan Judicial Assistance."

The easiest way is to publish it in the most popular newspaper in the country. I recommend that you publish in TWO newspapers, not just one. If you need to personally serve him, contact the Taiwanese authorities. You'll pay a hefty price, but they usually do it.

Serve a person in Taiwan ...waste of time

used underground network .... Chinese gang, they will
do a clean job for you in no time.

please post your state every state has their own rules of service...and if you know the person lives in Taiwan then you may be SOL...putting it in publication is that you assume they are able to read that paper......you may want to do some due dilligence, why are you trying to sue someone out of country anyway? its not like you can seize their assets.
