Pinch however much material you want off of the legs, imagine it first. Take a cloth measuring tape and measure the legs and around your calves and ankles for inches, do the math, cut the material from THE BACK of the leg, not the front or sides, and sew it upto where when you put the jeans on, the ankle isn't too tight to where you have a hard time putting you foot through, but not too big to where they still flare out kind of.

Its a little hard to sew them but a seamstress could help. An alternative is to tuck the jeans into knee length skinny boots..instant skinny leg look!! P.S. looks great if those jeans are skinny thru the hips.

Unless you have the machine and the know how, I would take them to a tailor to do it. The will do it so it looks like they were made that way. It shouldn't cost that much either, it's a simple thing for them to do.

take them to a tailor or in case you fairly need to do it your self and you have a stitching device or can hand-stitch fairly properly purely decrease out the greater cloth and re-hem them.
