If you want to propse a law you need to get other people behind your cause first. And you need lots of them depending on how far up the law will take effect. So basicaly get orginized with people who share your same beliefs about said law then you'll have enoth power to actualy get your voice heard. If you send in a request as an individual its more the likely not gona be seen.

what kind of law, federal, state, local? the reason i ask is b/c the way for a citizen to propose a law is to contact your city council/mayor, or state legislator/governor, or congressperson/president and tell them why this law is needed.

You can always contact your representative and request/lobby for them to introduce legislation regarding whatever cause you support. You cannot, as a regular person propose laws, you have elected people to do that for you.
