Pearl Harbor was to be a huge beginning to a war that the leadership of Japan knew was coming.From the point of view of the Japanese it was going to happen,so why not start it in such a way as to give the best possible advantage? If the Japanese could wipe out the US Pacific fleet,that would be a great help to the war effort. Yamamoto promised his government 6 months of victory after the attack.The government believed that they would also get 6 months of "grace".The upshot being that the Japanese planners believed that they would have a year more or less to take over everything that they wanted in Asia.Or as they called it,the "Greater East Asia Co-Prosperity Sphere".They continued to take islands,or island groups that the Japanese government believed were essential.Also,since they were at war then with all of the allies of the USA,it gave them the excuse they needed to take over some scattered but useful British,and Dutch colonial holdings in the Pacific.The path of conquest went on more or less unchecked at all by our Navy until Midway.

"In May our Admiral Yamamoto told the Naval General Staff of his plan to attack Pearl Harbor. In June, the submarines of the 6th Fleet were allowed to fire one torpedo each against the steep shoreline of Oshima Island, due south of Tokyo Bay. These tests proved out the mighty Model 95 torpedo. In September 1941 about 40 of Japan's highest-ranking naval officers shut themselves up in the Naval War College at Tokyo for nearly two weeks. There they worked out the table-top maneuvers for the opening of a war they were sure was coming."
SORRY - I misread the question and told you what actions the Japanese took before Pearl Harbour. Well, now you know before , during , and after -- not bad, huh?

They called it 6 months of Japanese conquest after the bombing. They took Island after Island until America could get a sufficent force trained and in the area to check the advance.
