Dr. Dre because even thought he is not a great rapper he DOES his own raps. Remember Eazy-E raps where Ice Cubes. Ice wrote all his song to his first few albums and Dre is an Okay rapper but he is a good producer and knows talent when he sees and hears them.

Well... Dre, for one thing, has been behind some of Rap's biggest hits ever. E doesn't really have that kind of track record. Not even close...
