Help me with the beginning of my essay?

Question

I do not know how to start it! Here is the question;

Assume that you have recently finished your first year as mayor of your city. At the end of the year there is $1 Million dollars left in the budget. You must spend this money within your community. What would you spend it on and why?

OK, I live in San Diego... I was thinking about starting it something among the lines of "San Diego is said to be America's Finest City", but that sounds kind of stupid. Please help me, I do not know how to start my essay!

Also, what are some good things that I can spend the money on?

I mean mainly one thing, please help! Thanks!

Congratulations to all of you. We did our job and we even succeeded in having a surplus of one million dollar in the budget. Now, the big question is where do we spend or allocate this money so that the return makes the most happy people of San Diego. My suggestion is that we provide "breakfasts" to needy school children -- because they are the
bread and butter of our future generations. Hope you will all agree with the suggestion and from now on-- schools with needy children could apply direct to City Hall of San Diego to get a share of this special funding.

I think your idea is just fine, just write an outline of what you want to say with your essay. What kind of essay is it? Anyway, after you got your main ideas you can start with a topic sentence and then support it. For example I want to write an essay to entice people to visit San Diego. I could start with San Diego is said to be America's finest City. It is said to be so because you can experience a,b,c...Then on your next paragraphs you can talk about a,b and c. and then write a conclusion summarizing all your points and re stating your main idea...i.e. that is why it is said San Diego is America's finest city. I generally tell my students to begin their essays with the second paragraph and write the intro last. Jump right in to what you will spend the money on - a decent intro will write itself almost once you have some details answering the question.
