Ask your neighbors to see if they have the same problem. If they do, the power coming into your house is fluctuating, probably due a voltage drop in the power lines on the street. This is especially a problem in the country, where the power distribution is not as robust. Call your power company to see what they can do about it.
If your neighbors are not experiencing a flicker, then the problem may be with your wiring. Very carefully check the tightness of all screws and wire nuts. It may also be that you've got an appliance like a refrigerator or freezer on the same branch circuit as your lights. The voltage will drop slightly every time the appliance comes on, causing the flicker.

Sounds like a loose connection. If it happens on all the circuits, that is flickering in different rooms, very possibility the trouble is in the distribution panel,or in the service portion of the wiring. Loose connections cause heat through sparking and could possibility start a fire. Have someone certified check it out or inform the electric company.

Could be a problem with the breaker box main wiring connection. Newer wiring doesn't use fuses anymore. I've seen how they build new houses, some of those are so shoddy that they should sell them cheaper than they do. I'd call an electrician pronto. Could also be a problem with your electric supply (outside your house), or also could be tree limbs touching the wires down the road (are there trees down the street that may be doing this)?

Yes you have loose wires most likely at the breakers.
Turn off your main breaker at the meter. Remove your service panel and tighten each screw on each breaker where the wire is attached.
Replace the cover and turn main breaker back on.

The lights in my house do that, and pretty badly, looks like a rave.
We've checked all the breakers and thats not it, so i think its just the supply from the company, or maybe a power line thats not up to standard.

Shamalama is on the right track. Something is loose in your breaker panel or from your electrical supplier. Once I had a similar problem and it was something bad on the suppliers transformer that caused it to lose power to my house. After they repaired it, I had no problems anymore.

I've lived in a few places where the lights flickered. It happened to my neighbors too so I just thought it was the supply coming into the area rather than in my house.

If your house is less then a year old you may be able to contact the builder and have them fix it... most states hold contractor built homes to a 1 year liability.
Yeah, you might be able to run the prob down.... but if it is on the builder why should you?
Otherwise... info suggested sounds ok....well, the ghost stuff is weird.
