hmm i just googled that. seems to mean to be covered with water. thus the word overwhelmed means to be submerged.
I suppose if someone dumped a bucket of gatorade on you, standing in the rain or being urinated on counts for being 'whelmed'.
context:
maybe winning 10 on a scratcher might be a bit emotionally whelming, whereas you go get a few more tickets, but doesnt change your plans for the day...or the rest of your life for that matter.
