well is is true that the class of 09 dosent need to pass the math portion because a majority of the students didnt?

This was a proposal by the governor, but it hasn't been approved yet by the legislature.
There are many problems with state mandated tests such as WASL, because local curricula take time to catch up with the requirements of the test. For example, if the test expects that students know trigonometry, and some districts don't have this requirement in their curricula, the students can't be expected to pass the test right away. The curriculum needs to be revised and the new courses taught, the bugs worked out of the new courses, and after a year or a few years, the test can go online.
