The deliberations of the Continental Congress were kept secret, to the point of keeping the windows shut through the hot summer to prevent eavesdroppers. The idea was that the finished product should be seen as a 100% consensus, without dissent. Years later, Madison made his notes public, and has thereby been credited as author. In fact, much of the prose was probably written by Gouveneur Morris. But who took pen to paper is less relevant that the fact that it represented a collective best effort of all the delegates.

Madison thought freedom of the press would be useful against an oppressive monarchy as a means of mobilizing popular resistance. He did not envision a comparable role for a free press in a republic because in that form of government the most common oppressor is a majority of the people themselves.

The Congress came up with the idea of a Bill of Rights, and said what they wanted in it. They might have come up with the idea of the first amendment. Then James Madison actually wrote it, and resubmitted it to the Congress.

The correct answer is that a committee in Congress wrote it. James Madison had drafted a proposal that closely resembled what we now know to be the first. But his draft proposal was re-drafted by a committee in the 1st Congress in 1789. I don't know which committee wrote it, but it was a committee.
