You are indeed correct!
Back in the mid 90s when House Party was top saturday night telly, a law was passed one wednesday afternoon under the cover of darkness stating that from December 2005 Noel Edmonds is the only male actually allowed to wear paisley in public.
Paisley can be worn in your own home away from the general public so as not to cause alarm and/or distress.
Apparently, the reason that this law was passed for Noel was that in September of 2005 an ancient document (dated AD 944) was found in a cleaners cupboard at the british library which stated that "Those of the edmund (Most probably meaning Edmund the Magnificent, the eldest son of King Edward the Elder by his third wife, Edgith) beard and only those of the edmund beard shall wear the cloth of paisley into the new millenium".
Although Noel's surname is Edmonds, it is thought the law was passed to keep Noel happy so as to continue late night alcohol and gunge fuelled parties for the Prime Minister and his cabinet at Noel's House every staurday night long after the last of the audience had gone home.

The Paisley pattern is a deft piece of design that's impressed peoples World-wide and, as an original Paisley Buddie (which is what we're called), I find it somewhat weird that Mr. Edmonds apparently chooses clothes more associated with 19th Century fashion.
Now that's what I call "retro".
As to the legality of sole rights to wear a garment of the Paisley pattern, I think your assumption is perhaps in some error. There is no copyright issue as the pattern is so old.
It'd still be better if the beard was grown back and styled around the (face) cheeks with that "colourfully cheeky wee curl".

lol I'm sure I saw Richard Hammond in a paisley type patterned shirt on UK TV gold on sat. Ok so it was a re run but still on T.V.
