Yes, a bunker would protect you from the immediate blast, however, the radiation poisoning would get to you if you were not equipped to deal with it and most people aren't.
Not to mention it would be everyman for himself and you may have wished you were killed in the opening blast after a short time in an open game America. This country is violent enough already, imagine if there were no laws or law enforcement. It would make Mad Max look like a cartoon.

NO.

Sir, I have a plan!

Sir, I would not rule out the chance to preserve a nucleus of human specimens. It would be quite easy... heh heh... rolls forward into the light at the bottom of ah ... some of our deeper mineshafts. The radioactivity would never penetrate a mine some thousands of feet deep. And in a matter of weeks, sufficient improvements in dwelling space could easily be provided.

...sir! stands up out of his wheelchair I have a plan. Heh. pauses, realizing that he is standing Mein Fuhrer, I can walk!

I must confess, you have an astonishingly good idea there, Doctor.

No dear if they use nukes we will be instant crispy critters. And it will be over in minutes. But if it is infantry and sea wars like WWII, and airforce, maybe? But nukes no way, only the survival shelters for the big politicians in the world will be safe maybe? They have yet to test their toys? Good Luck
