I figure I can make the food all I need to do is get someone to serve it. What do I need to do and how much would it cost?

Every place here requires you to have a caterer.

It's more than a license! Many hotels, halls require proof of insurance too. U would need to find out from your city and state health department exactly what the procedure, fees, and inspections are. Many require a commercial food preparation kitchen.

Sometimes if you are having a reception at the church, they are more flexible. Usually women's groups can prepare and serve for fee. On your wedding day, you don't want to be worrying about details and trying to cook.

Scale down your list, change the setting of the event to accommodate your needs. If you have a college or university that has a program in hotel/catering management. Seniors will often have projects to handle concerning caterings. Food is expensive. You do not want to go into serious debt over getting married. It will put too much pressure on you and your husband/partner to be.

Look into sharing a cater with another couple getting married. Serving lunch rather than dinner. Having a bunch of appetizers on the table in tiered setting to get everyone hunger pains calmed down. Don't serve any alcohol, serve white grape juice cocktail or punch instead. Work out a deal with one of your favorite restaurants, hire a bunch of college hotel majors to serve or a ladies auxiliary.

I would check w/ the hall, see if they could have someone help with serving your food. I'm sure they wouldn't mind getting a couple extra bucks to help you out. It doesn't hurt to ask. You might have to hire someone but I don't think you would need a licensed caterer to do it. You could ask family members if you can't find anyone else.

You don't need a catering license to have food at your own wedding. Talk to the reception hall about making and bringing your own or making it a potluck reception.
