Well yes and no.... the root of improvement lies within us, eatting well, not just carrots ( healthy ) can help you improve your eyesight to an extent.. not only eyesight but hair, teeth and skin.
Now, glasses are a great fix for many people, but the fact is they are a crutch. Glasses do not repair your vision. They simply put a band-aid over the condition.
Visine is basically a eye dropper to help your eye's redness. It also offers a cooling effect... so they feel fresh.
Glasses and contacts are a "prescription," and like any prescription drug, they can be abused. You must learn howto use your glasses as a tool to help rehabilitate your eyesight, rather than continue to contribute to its deterioration
Yes, reading a book, newspaper, or anything up close can make your vision worse!
The American Optometric Association defines the cause of nearsightedness as follows:
"There is also growing evidence that nearsightedness may be caused by the stress of too much close vision work. It normally first occurs in school age children. Since the eye continues to grow during childhood, nearsightedness generally develops before age 20..."
SO, basically your best bet is to practice taking breaks between studying, tv, video games, computer or anything that you push your eyes too much to. Including reading... it is doctor recommended to give you eyes a 5-10 minute break every 1 or 2 hours.
But other than that surgery is the only way to fix your eye problem permanantely and you have to be a certain age.. so find out and treat your eyes gently :)

I'm not sure how old you are and what your finance/insurance availability is, but I had Lasik done, and it was the best. I work glasses forever, as I couldn't wear contacts because I had dry eyes. You may want to check with your insurance company, to see if they cover any of this procedure.

You can try doing exercises to improve your vision. I recently started doing eye exercises to try to improve my vision. I created a blog where I record my progress with the exercises.
My vision is 20/400, which is really poor.
I recently saw little improvement. Other people (who have also experienced improvements) have posted comments about their experiences as well. You can check it out at: http://improvingmyeyesight.com/blog
Hope this helps...
