Well, I live in Michigan, too. I didn't realize the laws are that lax. I have a four year old who is not yet tall enough for a booster, but obviously too big for the infant seat, so I had to buy an in between one. I was using a booster until my friends dad, a fire chief and medical first responder said that she was too little for that(she's only 33 pounds). I guess the thing of it is, I agree it is endangerment or neglect, but some people seriously are unaware of the fact that their child needs to be in a specific seat for their specific height or weight. I think it would be great for you to start some kind of awareness or movement. Maybe you could get the police and fire departments involved and have them let people know how dangerous the wrong seat is and how they could unintentionally kill their child by making the wrong choice. I bet some local businesses would donate money for flyers or signs, and their could be a day when cars are randomly checked and people are notified of their negligence. I'm just glad u are a good parent and doing the right thing!

If they are still strap down in a seat belt and no car set..I see a ticket is fine.
If they are not even restraint and the kids are walking all over the car and the parents are passing kids back and forth, Yes child endangerment is a must

Children need to be protected. Irregardless of the laws, a person should protect their child by putting them in a car seat or if they weigh at least 40 lbs, a booster seat.

Here in Australia, the driver is fined and loses points off their license if a passenger is unrestrained, regardless of the passengers age!
There are also laws about what age a child can begin travelling in the front passenger seat too.
I hope Britney Spears is reading this!!!

I think parents who don't use the proper restraints for their child should be charged with child neglect. Its the only way to stop the madness.

Even Thought I don't Have Kids I Think It Should be allot higher and it should be a Law In every state. Plus I feel The Police should do a better job

Yes I do believe its neglect. As an adult, I ought to be able to make my own choices concerning if and when I wear my seat belt. Children can't make that decision on their own. I believe the government is right to make it for them.

Yes, absolutely. In addition, they should be forced to watch a video of the results of what happens to children who aren't properly restrained. Makes my blood boil when I see unrestrained kids in cars.

no charges, a fine is enough... surely there are parents who are meticulous at restraining the kids in the car but they are bastards out there who will ruin the kids lives in many other ways and never be held accountable, not even a fine.
