it means that some of us do not like peace so if you like peace do not come or in fast ways in this way there is no peace or mercy.

I can explain what it means to me personally. I experience it, ( currently ) My husband passed away 6 months ago. I still feel the loss of him, in my heart and I always will. I try not to "grasp the sorrow' and let it control me, as that emotion would take over. I believe that God doesn't want me to suffer severe depression from this, so I try, with prayer and the prayers of others, to see beyond this temporary sadness in my heart. Is this "Nirvana" ? If focusing on peaceful and loving things things above the state of present unpleasant thoughts, is Nirvana, then God has provided it for me. I keep busy, focus on positive things when possible and I know that it is God's will that this has occurred. I also know that this life is temporary, and that God has promised us that we will see our loved ones again. To reach this state of peace and love, which God wants for us, is not my personal doing...but a God given means of attaining it. He has allowed me to have alot of communication from friends and family, and some good social times, to help me get past it. The most important thing God has allowed me, is to believe in the meaning of the next life, to be happy and peaceful and filled with love. It is this hope , ( and in Christ) that has allowed me to grasp this "passing beyond sorrow".

It comes from the wars of the eighteenth century between England and France, both world-wide colonial powers. From time to time peace treaties were signed, as in 1748, 1763 and 1783. These applied in the northern hemisphere, but anywhere you had to cross the equator, 'the line', to get to, ie in India and places like that, they were ignored.
