No, you bumped your car regardless if the curb was previously damaged, that part was your fault. As far as the curb damage, in order for there to be any legal action (which could only be done be the city, and the city isn't going to sue themselves for not getting the curb fixed) is if the communtiy had proof it was a city vehicle that caused the accident, or if there was multiple accidents due to the hazzard of the curb chip. You're pretty much out of luck. It's almost impossible to sue over hitting potholes (and those are inevitable), there's no way the're going to compensate you for YOU hitting a curb.

-I was driving along and allofasudden this train came and t-boned me. It really f*cked up my rims... -I was taking the on ramp to get on the intestate and i accidentaly rolled 'er. My rims are screwed... -I have a 2012 mustang and last night in the rain i spun out and hit a curb taking a chunk out of my rim aand tire on the passanger side front and rear.

Hahaha! Learn to drive on the road, not the curb. Yes you would have damage anyway, to the innards of your tyre, and probably to your rim.

I doubt it -- unless, of course, the city actually requested or compelled you to hit the curb. Otherwise, your hitting it was your own doing.

You could try, but I doubt you would win. Generally, a city won't pay for pothole and road hazard damages unless they were previously notified of the hazard in writing and had been given ample time to repair it.
