yes once out in international waters a ships capt. may marry a couple
much like a justice of the peace as he is soley responsible for
vessel crew and authority aboard ship he becomes same as a judge
unless maritime laws have changed greatly of which i doubt

yes, in international waters, unless they are licensed to perform marriages in the country in who's waters they are in.
