I need to replace my fuel filter and have a choice of either Wix, Microguard, or AC Delco. The AC Delco is the most expensive, while the Microguard is the cheapest. Which would be the best choice if I change my fuel filter every 12k miles? Also, why would OEM AC Delco be more expensive than Wix?

I don't see any difference with any of them. Put what you want on. If you are changing them every 12K (I've seen them on for 300K+) you won't have a problem.

I would say any of them would be fine. Probably better to use the ac delco one as that was designed for the vehicle. Also if there was any revisions on the part then the delco would have it. The reason it is more expensive is because it is an OEM part and they usually are.

UNless the AC Delco package claims a higher filtration rate or some other robust feature, they charge more becauase they can - pushing their brand name. The Wix is an excellent product as well.

(I can't comment on Microguard, as I've never actually used one. But I don't usually like to buy the cheapest product for critical applications.)

AC delco, it's more expensive because of the quality of material

There's typically not much of a difference in the filters. Wix is typically a good name, but all of the companies should have to adhere to some sort of standards when it comes to filter manufacturing

Most filters will be of good quality except maybe stuff that is coming from China, those I don't trust quite yet. If it's a matter of a couple of bucks stick to OEM.
