We all go through something similar at some point in our lives. However, it sounds like she has self-esteem issues (and contrary to popular belief, many pretty girls do.) In addition to occassionally complimenting how she looks (and moving on after she says "thank you" but before she says "but"), help her find something she's good at. Many people feel more self-confidence when they stop focusing on looks and focus on what they can do. Confidence in one area helps in others.
Also, point out to her when people compliment her. "That was nice of Joe to comment on how pretty your hair looks. Jeanine commented how she really wishes she had your sense of style." Etc. Make those comments in passing-those help too.

One of my friends says she's unattractive but yet guys always tell her she's pretty and she told me she was once a model when she was a child. As I got to know her, I realized that she just says it for attention. It's a rather messed up way for attention, but she'll do whatever it takes.
Your friends case could be the same or she could lack self esteem. Either way, it's something you can't help them with no matter how much you do or say because they don't want to listen to you. Although I guess in my friend's case she's listening but just disagrees so you'll say it more and give her more attention. F'd up, if you ask me.

Maybe you and her can get makeovers together. Try to get her to point out her good qualities and bad. Maybe help her to improve what she "thinks" is her bad qualities.
P.S. Unfortunately confidence comes with age. But some people who are beautiful never do feel that way.

She probly won't. I know i felt the same way when i was younger...i always had everyone telling me how "gorgeous" i was...i didn't believe it until about a year ago and i'm twenty! I think i doubted it because everyone told me so much.

How can she says she's not pretty? Tell her that the people say that she's pretty and very sweet, there are so much people out there who is less fortunate. Be happy that people envy her, like yourself
