Contrary to what the previous answer says, I think that the eucalyptus in the Vick's probably won't harm the Betta,if it's not set up too close to the tank. By all means don't cover the top completely,except for short periods of time,although it would depend on how much air space there is between the cover and the water. Good luck,PeeTee

yes, if its within vapor area, and it lands in the bowl, it can kill your betta. Just move it to another room for now, until your done with the vicks. If you cover the bowl, youll suffocate your fish. Even flea sprays done across the room can kill a fish tank. Move the bowl out to be sure.
