My daughter had an outie belly button for a long time! It started to become an innie around her first birthday :) Every belly button is different, so it could remain an outie :)

Talk to your doctor. It sounds like it is herniated, but only your doctor will be able to tell for sure.
Most babies outgrow a herniated belly button with nothing ever having to be done for it by the age of 4.
The only time you should worry about it is if it become larger, changes color or your daughter shows signs of pain. If your doctor doesn't keep an eye on it, make sure you remind them, but you really don't have anything to worry about.
My son, now 18 months, had one that stuck out about an inch. As he's gotten older, it's decreased in size. You can still see it, but it looks better and better as time progresses.

It depends. Has her cord completely fallen off? It should be close if not. Her back muscles aren't strong so her belly should protrude right now as if she has a beer gut. As she grows, learns to walk and becomes active, her back and abdominal muscles will firm up. That will pull her belly in and that may slightly change the way her belly button looks. It may not completely become an "Inny" but, it may not completely stay and "outy."

My sons belly button was like that and the doc said it was a hernia and it would go down, it did when he was about 3 months.

If it is sticking way out it is probably herniated. Address this with your doctor at the next visit. I have no idea if there is any truth to this, but I have heard taping a quarter to it will help it go down. Again, I have no idea if that is true or not.

its called a hernia that is when the muscles have not contracted together it could take as long as a year both my sons had it my first took about 11 months for it to go in and my other was 7 months just ask your pediatrician thats how i know
