i have a problem in my house and it seems to be coming from the circuit panel or a breaker . the breaker is fairly new about a year old and i can hear a clicking noise when lights flicker . could it be a bad circuit breaker or loose wire to the breaker?

I would pull the breaker, get a flashlight and look at where the breaker connects in the panel, U may have a bad bussbar. and of course make sure all the connections are tight

Circuit breakers are OFTEN faulty. It's a good idea to swap out the breaker before doing more involved investigating.

check the ground wire for that circuit
