As a Pisces, you may find a slightly better match than Capricorn (I'm thinking Scorpio) but for you, Capricorn is far preferable to Libra.
Libras are way too laid-back for the intense Pisces lady. They are kind souls but flighty, and passionate Pisces wants a man who will DIE for her.
Capricorn isn't as emotional as you...but if he can restrain himself from offending your sensitive nature with his bluntness, he'll provide you with lots of the security that's so important to the Pisces woman. Nobody beats Capricorn in this respect.

More likely Libra. Capricorn will find you too sensitive, over dramatic, and if turned off, they just won't speak to you. Libra might get frustrated but they'll work things out with you. Libras love compromise and harmony.

I am a Pisces
My first love was a Capricorn and all I can say is OUCH he was very hard on me.I gave him my all and got skwat in return & even then I still loved him but he never loved me back.
That is my personal experience everyone's situation is different.
