Other than the BBB. There is a deadline in the contract, but no mention of penalties. I keep getting empty promises of when they'll arrive.

File a case of mandamus for the enforcement of the contract. If the other party failed to comply, you can file damages and reimbursement of the fees.

You should speak with the photographer and find out what exactly the problem is. Did the photographer fail to get them developed in time? Did the photo lab not print them in time? From there, you should be able to get a pretty good discount from whoever is holding things up. If the photo lab is to blame, your photographer should pass the discount on to you.

I used to work in a professional photo lab, and one time a wedding photographer's order was lost in the mail for two years; the package had become stuck under a machine at a post office. Fortunately, the negatives weren't damaged. I don't mean to scare you--it was the first time anything like this had ever happened at the photo lab, in all its years of business--but be prepared for the worst.

Ask to talk to the owner and ask for a discount because the photos were not delivered before the deadline date in the contract.

You can file for breach of contract. If they were paid, and signed a contract for a delivery date, you should be able to receive some sort of compensation, even if penalties were not mentioned in the contract.

Pick your battles carefully.

I don't think this one is worth it. As long as you get them.

Tell your friends they are unreliable. Word of mouth will kill them if they don't offer better service than they gave you.
