Maybe, if you have a good light source. They make grow lights that you can use to supplement natural light.

Good soil, good lighting and remember that carrots are a root, so you will need a pretty deep pot to grow them in. You might check into Hydroponics. It may be easier than messing with all that dirt.

You can grow them anywhere you have light, soil, and nutrients; I raise African violets in a spare bedroom, I use plain old shop lights, and I've won my share of blue ribbons at shows.

Just make sure to use a full spectrum lighting source. You can buy ones that fit into flourescent light fixtures...
