Some of that would be fun. There's no harm in playing around with friends. My biggest concern would be the paint in the water balloons. If it got anywhere other than the target (e.g. you miss your target and it hits a bench, another person, swingset, etc.) you could get in some trouble.
I think some of them games (4-square, parachute) might be a little too young for your age group. But there is nothing wrong playing tug of war, basketball or even dodgeball. I am 28 and have played many games like that with my friends and my kids.

There's nothing wrong with trying to recapture your childhood while you still can. And summer's the perfect time for that. So, take advantage of it while you're still young. The time'll come when it won't be as easy as it is now.
Might I suggest something besides paint in the balloons, though? It's a good idea, though it'd be pretty hard to fill them up enough so that they burst on impact, and I don't think you'd want to get sprayed with quite that much paint if you were able to. Water works just as well, and it wouldn't be as ooky.
Have fun!

I personally don't feel that it is stupid, I'm 37 and would like to play them as well. But you know your friends better than I do. If they are your friends then they will most likely want to come out and play.

God, when I was 18, I was worried about my fake id getting me into clubs downtown.
To each their own, I suppose.
