Let me guess you're working on the Emergency Preparedness merit badge. A Troop mobilization plan is when the member of your troop are prepared for a disaster. Like in a case of flood you might have emergency kits ready and go to help flood victims, or hurricane victims, some troops mobilize (are organized) so that the first person calls and starts a phone chain and they get food to help feed people, etc.
You would decide how and what emergencies you would respond to. Many of the boys in my troop worked on a plan that the county was starting for terrorist attacks-they decided that the would have the members of the troop go and help pre-screen victims to help get as many people through as possible.

With every day pass, our country is getting into more and more trouble. The inflation, unemployment and falling value of dollar are the main concern for our Government but authorities are just sleeping, they don’t want to face the fact. Media is also involve in it, they are force to stop showing the real economic situation to the people. I start getting more concern about my future as well as my family after watching the response of our Government for the people that affected by hurricane Katrina.

This is for Emer. Preparedness, I presume? Just organize some program where everyone in your troop can be informed of something in a fairly quick time. I had the same problem, I did a calling tree which took about 15 minutes and worked really well.

I'm an Eagle(10 years) and currently an assistant scoutmaster. I have never heard of this "mobilization." Do you have to teach them how to do drill? Or are you supposed to be taking on a leadership role like SPL, Quartermaster, etc.
