A person can be confident while still realizing that the world is full of people who are of similiar abilities, traits, accomplishments, etc. That's confidence.
The person who is arrogant believes he is the best and nobody else is as good as he is. That's arrogance.
The confident person respects and values other people too. The arrogant person doesn't.

A confident person doesn't need to compare themself to others, they can be confident when all by themselves, but arrogance is shown only in front of other people. you cant be arrogant without an audience
confidence is thinking highly of yourself
arrogance is confidence mixed with a feeling of superiority to others

When the person's confidence reaches a stage where they think they know every thing and cannot be questioned or contradicted. And there's nothing worse than an arrogant s.o.b. that can't see the viewpoints of others. It's very narrow minded and offensive to others around that person.

Confidence tends to become arrogance when the person does not know how to implement it in a positive way. They tend to be so full of themselves that they do not consider other people's feelings, and do not have any manners.

perhaps confidence could be described as the drive that spurs people into acting, giving them the ability to learn, try and discover themselves along the way. it can be considered as self-trust to fulfill tasks laid out before you in spite of a seeming realistic doubt. it is like self-encouragement in moderation.
arrogance can be described as an exaggeration of confidence. one feels too much confidence to the point that s/he feels superior. the heightened drive causes people to be proud and unreasonable - blinded by the illusion of their own personal superiority.
