how about a nice portrait of you and your siblings (if you have any). You can get professional nice portraits done for very little money. Moms love that sort of thing.

A day with YOU taking her shopping for one nice outfit and then lunch. She will get the outfit SHE tries on and likes and you pay for it.
Mothers (ones I know anyway) want nothing more than time with their family. She would love to be with you and what a treat for you to buy her a nice piece(s) to add to her wardrobe. That event will be the talk of her days for many weeks to come.
