I would say the maternal grandmother, because although the grandmother is not the infants mother she shares most of its genes. A half brother or sister could only relate the infant by mother, but to be of the same seed (the father) would closely link a newborn. So half doesn't count it is either all or nothing. The baby would be 99.99 % the grandmothers and 1/2 % the step brothers or sisters.

I would say the half brother or sister, since they would have more DNA in common - half would be the same. The grandmother would make up, what, a quarter or an eighth of the newborns DNA? I think some people who have already answered are confusing half-sibling with step-sibling.

The mother of the newborn got half of her own genetic material from the grandmother. The newborn then got half of his genetic material from the mother. So the newborn got one half of one half from the grandmother. Half of a half is a quarter.

The siblings would share between 1/4 and 1/2 genetic material. The grandparent/grandchild would only share none to 1/4 blood-line. The none would occur if the half relationship were through the father instead of the mother. A step grandparent shares no biological link with step grandchildren.
