I have heard the University of Hawaii has An excellent oceanographic program, for obvious reasons! Also, you could contact Woods Hole Oceanographic Institution for suggestions. I do not believe Woods Hole grants degrees, but it is the headquarters for Dr. Robert Ballard, the famous Oceanographer who designed JASON and helped uncover the remains of the Titanic.

Sorry, being a Californian, I tend to think that the Scripps Oceanographic institute is the best. They are affiliated with UCSD (university of california-san diego) But there is Wood's Hole, which is affiliated, I believe with MIT. http://www.whoi.edu/home/index_education.html

start with scripts and work yu way from there there are listings for that all over the web good luck and enjoy the water
