Yes you are referring to a tam o'shanter, although the name has been shortened to just a Tam. It is a flat hat with a band and it is was very popular in Scotland. They are usually made of the plaid with the toorie (pompom) in the middle. They are still worn by scottish regiments with their full regalia.

It's a traditional Scottish cap. Used to be part of the British and Canadian formal military uniform, too.
