Why not? Did you know that newborn boys take about 5 minutes to first find their penis? And about another 5 minutes to figure out that touching it feels good? Did you know that female fetuses have been seen masturbating during ultrasound exams?
I'd be concerned about hygiene first and foremost, and please don't take that the wrong way. But any woman can develop vaginitis for any reason at any time, and it's not necessarily something transmitted from anyone else. However, if your wife were to develop any type of a problem, even a yeast infection, it could be transmitted to your daughter via your wife's vibrator.
I'm giving you some links that you can read. But first, let your wife know about what you saw, and the two of you should read them together. Then, either or both of you should talk with your daughter, not about her masturbation but about hygiene. Just make sure that when she does masturbate, she does so safely. And no, it doesn't take her virginity.

Anyone saying that 12 is really young to start masturbating is incredibly off base. I know people (who were NEVER molested in any way) who have masturbated since they were toddlers. I started at around 7 or 8. People develop at different stages, and 12 is definitely not early. She's probably just excited about discovering her sexuality--it's something new and pleasurable to her, so it's understandable that she'd spend a lot of time doing it. If it is interfering with everyday activities and obligations, I'd say talk to her about it. But if not, I think talking about it would only embarrass her, and make her uncomfortable with her sexuality. The newness of it will fade after a while, and she probably won't masturbate so often.

Masturbating at 12 years old is perfectly normal. If she wants to use a vibrator though, she should have her own. Sharing sex toys can cause bacterial infections. Have her mother or someone she feels she can confide in talk to her about having her own. And whomever discusses this subject with her should be tactful and sensitive-she would be mortified to know her father knows she is doing this!

isn't that better than catching her with a 12 year old boy? Seriously, either you or your wife need to sit down and have a talk with her about sex. I think that many 12 year olds masturbate. It also might be helpful for her mother to keep her "toys" where your daughter can't find them.

Its perfectly normal. Atleast shes not out having unprotected sex. When your 12, your just expiriencing the feeling of orgasms and g-spot stuff. Masterbation is actually healthy. Don't let it be a problem, I was like that when I was 12. Thats a good thing you left her alone, it would have scared her. Good job. Good luck, also. =]

I wouldn't even know how to react to that if I seen it. But I think if shes going to be playing with any toys her Mother should take hers away and maybe go buy her Daughter her own toy. Sharing isn't healthy.
Plus if you really look at it its better for her to be playing with a toy than a boy!

Masturbating is normal in children let her do it. Don't scold her for it though. You or her mother can talk to her about it and let her know not to use the real thing anytime soon.

I started masturbating when I was 10. However, I was also sexually abused as a child which probably made me more "curious."

I think if she is in the privacy in her own room it is natural for her to masturbate and she shouldn't be told it is wrong.
Sex is natural and she is beginning puberty no doubt and is feeling sexual desires.
