t=1, y=21
t=2, y=42

t=7 y=21*7=147 stamps

Y=21t+(109)

take 1999-1992 and you get 7-1=6 so 6*21= 126+109=235

If you add 21 per year, that is 21*t.

Number of stamps=21(t - 5) + 109
=21t -105 + 109
= 21t + 4

Where t is the number of years since 1992

y=~21(7t)

that means 7 years (between 1992 and 1999) times 21 stamps. Test it with 1997 y should be 109. So 21x5=105 which is fine as they said approximately... (wavy line means apporximately)
