You could cannabalize the sleeves - taking them from long to short and use the salvaged fabric to fix the holes. This would be especially cute if it were a striped fabric and you turned the stripes at a different angle than the body of the shirt.
Or, along the same lines, buy a contrasting print, fray the edges of the patches and top stitch them onto the blouse.
You could do the same sort of thing with a suede, or sateen, or whatever. Not knowing how dressy the shirt is - it's hard to give any more suggestions.

But some really cool patches to cover the holes.
Or wear another formfitting shirt underneath (the layered look is in right now).
Or wear it over your swimsuit in the summer.
