does the pennsylvania lemon law cover used cars if bought from a dealer? if so what are the requirements

Lemon laws apply to new vehicles only. Pre-Owned cars are not covered by that law.

You will need to take up the problems with the warranty company to fix the issues.

not sure if Penn. lemon law differs from NY but here as long as the dealer and/or the manufacturer are attempting to resolve the problem the lemon law will not apply. Only after they stop attempting to fix the problem can legal action be started. Sorry I can't help more that this, I've been there only mine was a brand new car and the lemon law didn't apply anyway.
