Your best bet would be to buy a DVD writer at your favourite computer store. (All DVD writers can also read and write CDs.)
If you choose to get an internal DVD writer, you could install it yourself (many come with easy-to-follow, complete instructions). If you do not feel comfortable doing so, most computer stores will install it for you for a reasonable fee. A quality internal DVD writer can be purchased for about $45 (US) and up. I would avoid writers cheaper than $40. Installation can be had for about $20-$25.
As for an external DVD writer, this is easy to install yourself, and you should be up and running in minutes.
Virtually all DVD writers come with CD/DVD writing software. This is also very straight-forward to install yourself, and should take you less than 10 minutes.
Once you have the writer and the software installed, you are ready to start making your own CDs and DVDs.

I bought a new Pioneer DVD/RW on ebay for about $40.00. Came with all software. Best Buy or Wal Mart also is a good spot to check. All can be accessed online also, so you can look before you go. Good Luck.
