do you want to just reinstall or wipe the hard drive. Those are two different things. I'll assume you want to reinstall and reformat your hard drive to start new.
Put in the windows 98 install disc and follow the prompts. When it shows the existing partitions on the hard drive delete the wone that had windows on it. Now you'll be asked to format the drive. Formatting erases all previous data on the drive.
Just follow the rest of the instructions to finish installing windows.

If you want to wipe your hard drive you'll have to get a program that does that. How a hard drive works is that when you create a file all it does is mark a spot on the hard drive platter where that file can be found. Now when you select delete, or use the recycle bin normally all this does is make the computer forget where the file is on the platter. however it's still there, and this is how files can be recovered. until that spot is written over by another file, and this will only happen by chance there is no set criteria for where a file is saved on a platter for normal files, it's not really gone. To actually make a file permamnetly gone you have to wipe your hard drive. What this does is write nonsense data over all of the hard drive, or some programs write it over all of the free space on a hard drive.
To do this look into a program called hard disk scrubber. It's easy to use.

Not all Win98 disks are bootable. You can make a rescue disk with ME that will work fine for installing 98. It will have partition and formatting utilities on it.
