I did an extensive search, and couldn't find any instructions on how to make them. This site sells them at up to 60% off. One set was $7.99. You could purchase a pair and deconstruct one and use this as a pattern to make your own.

You can find all sorts of free patterns bu using Google, but you have to know what words to use. I've never heard of bowling shoe covers before. If that's the new word for whatever they are, go to Google and type something like "sewing pattern free bowling shoe cover" in the searchbox. If you mean the bags they ride in while inside your gym bag, use the words "shoe bags" instead. If you mean a cover that's worn over the shoe somehow while you're wearing it, try the word "spats."

buy 2 shower caps. decorate them with pins and a bowling ball or somethng. Better yet draw a few turkeys too and put 3 XXX under it. Or make the eyes 3 XXX in a row.
