It's is another way of saying " it is". If you can add the word "is" to the sentence then you need the apostrophe. If you can't add the word "is", then you don't need to add the apostrophe.

The answer is "its". Basically "it's" always means "it is". This is the only word that excludes ownership with the apostrophe.

"it's" is a contraction of "it is" or "it has". in the sentence "its" would be correct, as it modifies a noun (whatever thing's economic effeciency is being supervised)
