Okay, looks like it can also be referred to as a skin tag? Would there be any risks besides bleeding and probably pain if this skin was removed with a razor?

Please tell this person to see their doctor. That is a bad location to be fooling around in with a razor. Infection is a big risk, it's a very vascular area so there's a high risk of bleeding. So let's not go there, ok? Literally. It's embarassing, but the doctor has seen it all. It can be removed in an office visit, most likely, by freezing or something similar. And if it does involve minor surgery-as in cutting-it will be under sterile conditions, with local anesthetic, with sterile instruments. Be safe, okay?

Skin flap never heard of however as you age some people get skin tags. They are small growths of skin and appear as such on the skin.

Yes, those are the little flaps you see on older people usually. They are a little lump of skin. They are not cancerous or harmful,but don't pull them off. They are there for a reason, leave them alone.
