DSL (Digital Subscriber Line) and Dial-Up are two different things.

DSL is pretty fast (up to 3.0 Mbps) whereas Dial-Up is very slow (56Kbps). I don't think Earthlink offers a DSL service, so its probably Dial-Up. Which I would highly recommend against getting.

It is fast, but the introductory is what cost 12.95/mo for the first 6 months. Plans and pricing after the promo depend on your area. Which is true for all cable and DSL pricing.

Not sure where you are but I have Verizon DSL and it is great at 19.99 / month. Bell South is another good DSL provider.
