but not my pubes? Seriously, I've never once cut my pubes (except for that one time, but I didn't cut them I had them waxed.....I was drunk man, what did I know) so you would think the hair would be dragging out my pants legs and down the street. What gives?

Pubes grows at totally different rates than the hair on your head.
I'm sure you've also noticed that facial hair grows differently compared to the hair on your head as well.
Some people just have slower rates of hair growth in different areas, that's all.
